Policy Intent/Rationale

On June 30, 2004, the President signed Public Law 108-265, the Child Nutrition and WIC Reauthorization Act of 2004.   Section 204 of the law requires school districts participating in the National School Lunch Program and /or Breakfast Program to develop a local wellness policy that addresses student wellness and the growing problem of childhood obesity, by the school year 2006.

South Carroll County Special School District promotes healthy schools, by supporting wellness, good nutrition, and regular physical activity as part of the total learning environment.

South Carroll County Special School District is committed to establishing a school environment that enhances learning and the development of lifelong wellness practices.   To obtain these goals, the South Carroll County Special School District is committed to ensure that:

  • The South Carroll County Special School District Nutrition Program will comply with federal, state, and local requirements and the school nutrition programs will be accessible to all children.

  • The South Carroll County Special School District will engage students, parents, teachers, food service professionals, health professionals, and other interested community members in developing, implementing, monitoring, and reviewing district-wide nutrition and physical activity policies.

  • Physical activity is promoted and encouraged.

  • Foods and beverages sold or served at school will meet the nutrition recommendations of the U.S. Dietary Guidelines for Americans.

  • To maximum extent practicable, our school will participate in available federal school meal programs (including the School Breakfast Program, National School Lunch Program) that meet the Nutritional Standards set forth by the Tennessee State Board of Education.

  • The South Carroll County Special School District will provide nutrition education and physical education to foster lifelong habits of healthy eating and physical activity.   Good health fosters student attendance and learning.   

Monitoring and Policy Review

Monitoring:   The South Carroll County Special School District Director of Schools and Wellness Team Members will adhere and comply with the established district-wide nutrition and physical activity wellness policies.   A school health council consists of a group of individuals representing the school and community, and should include parents, students, representatives of the school cafeteria, and members of the school board, school administrators, teachers, health professionals, and members of the public. The principals and team members will ensure compliance with those policies and will report on the school’s compliance to the Wellness Team Members.   School nutrition staff will ensure compliance with nutrition policies within school food service areas and will report on this matter to the school nutrition manager.   In addition, the school district will report on the most recent USDA School Meals Initiative (SMI) review and any resulting changes.

Policy Review:   To help with the initial development of the district’s wellness policies, the district will conduct a baseline assessment of the school’s existing nutrition and physical activity environments and policies using the School Health Index (SHI) as a planning tool.   The results of those school-by-school assessments will be compiled at the district level to identify and prioritize needs.

Assessments will be repeated every three years to help review policy compliance, assess progress, and determine areas in need of improvement.   As part of that review, the school district will review our nutrition and physical activity policies provision of an environment that supports healthy eating and physical activity and nutrition and physical education policies.   The district will as necessary revise the wellness policies and develop work plans to facilitate their implementation.

The School Health Index Assessment Tools for modules 1, 3, and 4 will be utilized to conduct the assessment.   The top priorities for each module will be incorporated into the Wellness Policies Goals.

Nutrition Education Goals

The South Carroll County Special School District strives to teach, encourage, and support healthy eating habits by all students.   Therefore, nutrition education shall:

  • Offer age-appropriate portions and meet nutrition requirements established by local, state, and federal statutes and regulations

  • Serve meals through the National School Lunch and Breakfast Programs that will be appealing and attractive to children.

  • Offer a variety of fruits, vegetables, whole grain products, and low-fat and fat-free dairy products.

  • Provide information to families and the community that encourages the teaching of children about nutrition and the importance of healthy food choices.

  • Our school will make every effort to eliminate any social stigma attached to, and prevent the overt identification of, students who are eligible for free and reduced-price school meals.

  • Encourage students to start each day with a healthy breakfast.

Nutrition Standards/Guidelines

The South Carroll County Special School District is committed to ensure that:

  • All meals served to students will meet the USDA’s National School Lunch and Breakfast program meal requirements as a minimum.

  • All meals served will be in compliance with local and state regulations regarding safe food preparation, handling, storage, and in accordance with all Hazard Analysis and Critical Control-Procedures (HACCP).

  • All foods and beverages sold or offered for sale during the school day in grades PreK-8 shall be in compliance with the State Minimum Nutritional Standards.

  • School officials and teachers will encourage parents to provide healthy food selections for school parties, celebrations, and other snacks.   A list of suggested healthy snacks will be supplied on the school website.

  • Guidelines will be established for all foods available on school campus to promote student health and help reduce childhood obesity.

  • Students in grades 6 – 12 will have the opportunity to participate in extended breakfast during morning break.

  • Students will be provided access to hand washing or hand sanitizing before they eat meals or snacks.

Physical Activity

It is the belief of the South Carroll County Special School District that physical activity is a vital part of a student’s overall health and wellness.   It is also the belief of the district that good health fosters student attendance and learning.     Therefore, the school system shall be committed to ensure that:

  • All primary and elementary school students will have at least 20 minutes a day of supervised recess, preferably outdoors and should encourage moderate to vigorous physical activity.

  • Physical education classes will be an environment where students learn, practice, and are assessed on developmentally appropriate motor skills, social skills, and knowledge.

  • Adequate equipment will be available for all students to participate in physical activity. Physical activity facilities on school grounds will be safe.

  • Our school will provide a physical and social environment that encourages safe and enjoyable activity for all students, including those who are not athletically gifted and

  • Information will be provided to families and the community that encourages the teaching of children about physical activity and the importance of a daily exercise regimen.

  • Exercise classes are offered after school on weekly basis for faculty, staff, and community members in the gym.

Other School Based Activities

The South Carroll County Special School District will provide a school environment that is consistent with wellness messages and is conducive to healthy eating and being physically active.   Therefore:

  • Our school will provide on-going professional training and development for school nutrition staff and teachers in the area of wellness.

  • School dining areas are clean, safe, and pleasant environments that reflect the value of the social aspects of eating.  

  • Lunch will be scheduled between 10:20 a.m. and 12:40 p.m.

  • Students will be provided with at least 10 minutes to eat after sitting down for breakfast and 20 minutes after sitting down for lunch.   Students are given adequate time to enjoy eating healthy meals with friends.

  •   To support children’s health and school nutrition education efforts, school fundraising activities will not involve food or will use only foods that meet the state approved list and portion size standards for foods and beverages sold individually.   Our school will encourage fundraising activities that promote physical activity.

  • If the school uses foods or beverages for rewards they must meet the nutrition standards for foods and beverages sold individually. Our school will not withhold food or beverages (including food served through school meals) as a punishment.

  • Our school district will try to secure funds to establish after-school physical activities.
